Targeting Turkey's economy, President Donald Trump announced sanctions aimed at restraining the Turks' assault against Kurdish fighters and civilians in Syria - an assault Turkey began after Trump announced he was moving U.S. troops out of the way. Some of those U.S. troops leaving northern Syria are being shifted to Iraq, where they could conduct cross-border operations against Islamic State group militants, a U.S. official said.

Vietnamese President and Communist Party chief Nguyen Phu Trong has called for restraint in the disputed South China Sea amid a tense months-long standoff between Chinese and Vietnamese ships, state media reported on Tuesday. China claims almost all the energy-rich waters but neighbors Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims. Tension escalated when Beijing dispatched a research ship to conduct an energy survey in waters controlled by Vietnam in July.

NASA revealed new spacesuits, specifically created for the Artemis generation of missions, which aim to get the first American woman and the next American man to the surface of the Moon by 2024. NASA unveiled both a full suit designed for use in extra-vehicular activities on the surface of the Moon, and a flight suit for use while in transit to lunar orbit. Guided by NASA Administrator Jim Bridenstine, the agency first demonstrated the suit that astronauts will use on the surface of the Moon (and, with modifications, eventually on Mars).
