Two major projects in Ogdensburg seeking Restore NY funding

Mar. 25—OGDENSBURG — The city will be submitting grant applications through the state's Restore NY program for two major projects at the former Ramada Inn property and at the Blevins building.

City Council on Monday approved the submission of the two grant applications following public hearings earlier in the meeting. According to the ESD website, the Restore NY program "provides municipalities with financial assistance for the revitalization of commercial and residential properties" and encourages community development and neighborhood growth through the elimination and redevelopment of blighted structures.

The first application was for $9,000,000 in Restore NY funds for a project totaling $10,000,000 at 119-135 West River St. At the Docks LLC is seeking the $9 million for the "demolition and rehabilitation of an eco-friendly resort and marina in Ogdensburg's Downtown Marina District preserving and transforming historic mill buildings into a mixed-use resort. The project will generate jobs and create amenities for residents and visitors to the North Country region," according to the grant application.

The property used to be the former Ramada Inn.

"As property owners within the community, we are deeply invested in the revitalization efforts aimed at improving our local neighborhoods and economy. The Restore NY Grant presents a valuable opportunity to rehabilitate and repurpose underutilized, blighted properties, ultimately fostering economic growth and enhancing the quality of life for residents. We believe 119 W River Street is well-suited for this grant program as a 'special project,'" wrote Chris Frary with At the Docks LLC in a letter to the city.

The second application concerns 202 Ford St. known as the Blevins Building, owned by Lynn and David Blevins. That project is seeking upwards of $765,000 in Restore NY funds for a project proposal that totals $850,000.

"Constructed in the mid-1800's, the four story, brick masonry building at the heart of Ogdensburg's historic downtown will be renovated to provide apartments on the upper levels and commercial/mixed use space on the ground level. The project would include upgrades to an existing elevator to provide accessible residential units, as well as improvements to the buildings exterior," the grant application provided by the city stated.

Currently, 202 Ford St. is the home of the Ogdensburg History Museum, Seaway Valley Prevention Council and St. Lawrence County DMV, Community Services and Probation offices.

For both applications, if funding was approved, a 10% match would be required that would be provided by the developer.
