San Angelo theft crime ring members indicted

SAN ANGELO, Texas (Concho Valley Homepage) — Multiple members of a crime ring responsible for stealing several items — including heavy equipment, firearms, vehicles and trailers — have been indicted for engaging in organized criminal activity.

According to the April 2024 indictment report, Tomas Tellez, Trevor Allbright, Gabriel Wilkins and Devin Stiers were indicted for engaging in organized criminal activity alongside other independent charges.

According to complaint and information records held for each of the men, the crime ring first became noticed by law enforcement after multiple thefts were reported in the Quail Valley neighborhood of San Angelo during the later months of 2023. At least three thefts were reported, with thieves targeting and stealing items such as heavy equipment, ATVs and welding tools.

Law enforcement would begin to unravel the crime ring on after Dec. 7, 2023, after deputies were called to a residence in the Quail Valley neighborhood to a report of shots fired. Deputies interviewed Stiers while investigating the incident and later recovered two stolen motorcycles and a stolen flatbed trailer. During the interviews, Stiers identified an individual named “Gabriel” as one of multiple people who left the stolen vehicles on his property.

After using a database to discover what vehicles were registered under Wilkins’ name, law enforcement located a white 2023 Chevrolet pickup belonging to Wilkins at the Days Inn hotel in San Angelo on Dec. 18, 2023. The vehicle’s rear license plate was covered by tinted plexiglass, obscuring it.

After conducting a traffic stop on Wilkins’ vehicle, Wilkins stated during a field interview that he participated in the heavy equipment thefts in Quail Valley. A probable cause search of the vehicle also led to Wilkins being arrested for unlawful possession of a firearm by a felon and the felony offense of manufacturing or delivering a controlled substance.

Images displayed by Wilkins on two cellular phones seized from his vehicle showed several tractors and trailers stolen from the Quail Valley area as well as a large quantity of narcotics. After applying for a search warrant for Wilkins’ phones, data gathered yielded images and conversations held between Wilkins, Allbright and Frankie Wright, another member of the crime ring.

Wilkins also indicated that some of the stolen heavy equipment was taken to the compound of Tellez’s roofing company. On Dec. 19, 2023, law enforcement received consent from Tellez to search the compound after he denied any knowledge of the tractors taken to his property. Officers found a stolen mower deck at the compound.

On Dec. 20, 2023, Allbright was interviewed at the Tom Green County Sheriff’s Office. There, he admitted to engaging in text message conversations between him and Wilkins regarding the stolen tractors but denied facilitating the thefts. Allbright also identified “Boudreaux,” a known alias of Wright, as assisting Wilkins in the thefts.

Allbright stated that Wilkins paid him to photograph tractors in the Quail Valley Area. Afterward, law enforcement reviewed messages sent between Wilkins, Allbright and Wright that indicated the men not only provided information about the locations of the equipment but also directly participated in the thefts and benefited from the profits gained through the sale of the stolen property.

On Feb. 7, 2024, a search warrant executed at two properties owned by Tellez resulted in the seizure of stolen items. The items recovered and their listed values are as follows:

  • Caterpillar backhoe – $89,000

  • Lamar utility trailer with pressure washer – $15,000

  • Lamar dump trailer – $5,000

  • New Holland skid steer – $25,000

  • John Deere Gator UTV – $15,000

  • Polaris Ranger – $20,000

  • Armalite rifle – $1,500

  • Savage rifle – $900

  • Harvester .223 suppressor – $700

The combined value of all stolen items recovered, including items not found at Tellez’s two properties, is $228,000, according to Tellez’s complaint and information record. Meanwhile, Wilkins and Allbright’s records state that the total value of the known stolen items is $120,000.
