Police name Dover teen who was fatally shot on April 14, suspect in custody

The Dover Police Department has identified the 15-year-old boy who was fatally shot on April 14 as Dover resident Elijah Kellum.

Kellum was "ambushed" by a group of people near South Governors Avenue and West Reed Street in Dover, according to police. He was shot multiple times and declared dead on the scene.

He was the second person fatally shot in Dover that day.

Breshawn Best, also of Dover, was identified by police as "one of the people responsible" for the shooting. The 19-year-old was arrested on charges including first-degree murder and committed to Sussex Correctional Institution.
