Pennsylvania bill requiring law enforcement to have badge, ID visible advances

HARRISBURG, Pa. (WHTM) — A bill requiring law enforcement to have all pertinent identification information visible at all times passed the Pennsylvania House on Wednesday.

House Bill 1399, introduced by state Rep. Donna Bullock (D-Philadelphia), unanimously passed through the House by a vote of 201-0. This legislation will require all law enforcement personnel statewide to have their badge, and all pertinent identifiable information visible at all times with no exceptions.

“This is a really simple bill that would go a long way toward building police and community relations and ensuring that there is day-to-day law enforcement accountability,” Rep. Bullock said. “There is no reason to be out in the community with a badge covered or partially obstructed by tape or bands. Pennsylvanians deserve to know, and be able to identify, the officers tasked with keeping communities safe.”

Rep. Bullock says that this legislation was prompted by reports of badges being covered during the protests over the killing of George Floyd by Minneapolis police.

H.B. 1399 now heads to the State Senate for consideration.
