What to know about 4-unit apartment building proposed on Locust Street in Dover
DOVER — A Hampton developer is proposing to build a new four-unit apartment building on an undeveloped Locust Street site, according to plans filed with the city.
Ben Perez, founder of Boston North Development, is seeking approval from Dover officials to bring four two-bedroom apartments to 135 Locust St. The plan will be presented next week to the city’s Technical Review Committee.
“The architectural design of the proposed building, the replacement of concrete sidewalk with a brick sidewalk, and improved landscaping ensure the development fits the character of the existing neighborhood,” a narrative for the project filed with the city states.

The vacant property in the city’s Heritage Residential zoning district would be overhauled with the proposed 2,400-square-foot footprint apartment building, which would have seven parking spots on-site and two-off site. The building would connect to the city’s water and sewer systems.
The value of the private construction is estimated to be $950,000, per project records filed with the city.
“The parcel is located on the east side of Locust Street, approximately mid-way between the intersections of Locust Street with Silver Street and with Summer Street,” project records state. “The parcel is bound by a residential property to the north, a multi-family dwelling to the south, the Woodman Institute to the east and Locust Street to the west.”
The proposed wood frame apartment building would be roughly 34 feet tall, per the proposal.
After the site is cleared and the apartment building is constructed, the plan then calls for an on-site stormwater detention and treatment system to be built, in addition to other drainage requirements.
The site would be accessed with a 24-foot-wide driveway on Locust Street. The entire parcel where the structure could be built is 0.22 acres.
Perez is the developer behind the official applicant listed on project documents, 17-19 Summer Street Properties LLC, which will be represented in proceedings with the city by Civilworks New England.
The plan will be first reviewed by the city’s Technical Review Committee Thursday, March 28 at 10:30 a.m. in City Hall.
