38 apartments proposed on Broadway in Dover. How plan has changed

DOVER — A 38-unit apartment building is being proposed in a redevelopment plan submitted for 14 Broadway. That is an increase in the number of housing units from a previous development plan that had received conditional approval more than two years ago.

Site owner and applicant Ken Regan is seeking city approval to add more housing units to the plan, which in December 2021 received conditional approval from the Dover Planning Board to build 24 apartments. The amended version of the redevelopment proposal is heading to the city’s Technical Review Committee Thursday, March 28.

Under Regan’s plan, the existing one-story warehouse on the site would be demolished and a new four-story, 14,470-square-foot apartment building would be built to replace it. The first floor of the building would contain space for commercial use, though neither an intended purpose nor a tenant has been identified in plans filed with the city.

“The purpose of the project is to rejuvenate an existing abandoned lot located in the heart of the city with a modern residential building with space for commercial uses along Broadway,” reads a letter from senior project manager Christopher Raymond on behalf of the applicant. “This project will have a positive impact on the immediate area and the City in general by providing a source of housing in a fast-growing area. The project aims to increase the amount of greenspace on site, treat all stormwater runoff, provide sufficient off-street parking, and utilize municipal utilities along Broadway.”

Benches, bicycle racks and waste bins will be placed on the property closer to the date that the apartments will be occupied, the plan notes.

The plan includes 66 parking spaces. Project documents note that six would be leased from the abutting lot, while 10 spaces would be leased from the Dover Housing Authority at 18 Chapel St.

Another change from the previously approved plan is the applicant would reposition a staircase inside the building, eliminating the need for a sidewalk on the northeast side of the structure.

“The project does not propose any changes to the previously approved conditions relating to stormwater management,” Raymond’s project narrative adds.

The already-approved 2021 plan for the site also called for a four-story building to be built at 14 Broadway, but with 24 units and 3,450 square feet of commercial space. The revised redevelopment proposal does not specify the commercial square footage that would occupy the first floor of the apartment building.

Dover’s Technical Review Committee meeting will begin at 10:30 a.m. in City Hall on Thursday, March 28.
