The Volusia County Council voted unanimously Tuesday to approve construction plans with Paul Culver Construction at over $2.2 million. Removing colored concrete from the plans cut the cost by $384,000.

The project will include a few more parking spaces, fresh landscaping, bike racks, upgraded sidewalks and lighting, and underground utilities. Crews will move restrooms to the west to keep them farther away from tides, and the "World's Most Famous Beach" sign will move slightly and have uplighting.

"This is a huge, major redo to an area that certainly needs it," District 4 Councilman Troy Kent said.

At-Large Councilman Jake Johansson said he was surprised that tourism officials hadn't reached out to council members about saving the blue concrete idea.

"I guess I'm indifferent if they are," he said.
