City closes restaurant where police were injured in dirt bike incident

City officials have shut down an East Main Street restaurant where Rochester police officers were injured during a confrontation with dirt bikers Sunday.

Officers were trying to clear a large group of individuals riding dirt bikes and four-wheelers in the parking lot of Casa Campo, at 1584 East Main St., when police said a man riding an ATV intentionally drove toward a uniformed police sergeant, striking and dragging him across the pavement before other officers were able to intervene.

Four officers were injured in the melee that followed Sunday evening, police said. Brothers Alexander Lugo-Torres and Alexis Lugo-Torres were arrested during the incident.

Mayor Malik Evans ordered a temporary closure of Casa Campo on Monday, saying the restaurant facilitated dirt bike gatherings on May 11 and 19.

"Not only will law enforcement be working to address those who operate illegal vehicles on our city streets, we will also target those who encourage them to gather," Evans said in a statement. "We will not tolerate it. Our traffic and specialized ATV details are up and running and will confiscate these vehicles. And our law department will continue to close businesses that encourage bad behavior."

The city said Casa Campo will remain closed until its owners meet with the city law department. A worker who answered the phone at Casa Campo Monday evening declined to comment until the restaurant could confer with an attorney.

Casa Campo opened in late 2022, focusing on traditional Puerto Rican cuisine. The restaurant was featured at the Puerto Rican Festival last year.
