New Windsor man charged with kidnapping in connection with domestic abuse case

KINGSTON - A New Windsor man was arrested this week on multiple charges including kidnapping in connection with a domestic abuse allegation first reported to the Ulster County Sheriff's Office just over a year ago.

The sheriff's office said Friday an unidentified female victim reported in March 2023 that she had a relationship with Stephen M. Thompson, 34, of New Windsor.

During that relationship, Thomson allegedly became physically abusive toward the victim, destroyed her personal belongings, and held her against her will for an extended period of time.

As a result of an investigation by the sheriff's office, with assistance from Ulster County's Family Crimes and Advocacy Center and the District Attorney's office, Thompson was indicted by an Ulster County Grand Jury in November 2023. The sheriff's office did not specify for what crimes he was indicted.

The sheriff's office learned that Thompson had fled the state by that time, so they enlisted the assistance of the United States Marshals Service New York/New Jersey Regional Fugitive Task Force to search for him.

Through investigation, it was learned Thompson had returned to the state, and on April 25 he was arrested in the town of Newburgh by representatives of the sheriff's office and the marshals service.

Thompson was charged with one count each of second-degree kidnapping, second-degree robbery and second-degree assault and two counts of second-degree strangulation, all felonies; and five counts of third-degree assault, two counts each of second-degree unlawful imprisonment and fourth-degree criminal mischief, and one count each of second-degree criminal contempt, third-degree stalking and second-degree aggravated harassment, all misdemeanors.

Court and bail information was not immediately available.

Thompson is being represented by the Ulster County Public Defender's office. A representative of that office could not immediately be reached for comment.
