San Jose insurance agent charged with fraud after falsely claiming clients were students

(KRON) — An auto insurance agent has been charged with fraud after allegedly falsifying documents to get his clients student discounts and earn thousands in commission. Thomas Truong, 61, of San Jose, submitted fake University of California, Berkeley college diplomas, fake report cards and fake letters from a local community college, according to the Santa Clara County District Attorney’s Office.

Truong, the DA said, submitted 10 “Good Student” forms from Mission College in Santa Clara to his place of employment to get discounts for clients. An investigation revealed that eight of the 10 clients had never attended the college and that the two who did, did not during dates listed on the forms.

Truong was fired by Farmers Insurance after allegations of the crime came to light. He is due to be arraigned Tuesday at 1:30 p.m. in the Hall of Justice in San Jose. If convicted, he could be ordered to pay restitution and could face a jail sentence.

“The massive losses caused by insurance fraud statewide – large and small – trickle down to us all,” District Attorney Jeff Rosen said. “We’re determined to enforce the law and even the playing field for businesses and customers.”

Investigators from the California Department of Insurance probed Truong’s work and discovered:

  • 10 fraudulently altered college diplomas

  • 14 fraudulent report cards from high schools across the Bay Area

  • 10 fraudulent school official statements

When shown the documents, Truong’s former clients said they did not provide the documents and had never seen them before. Many of the clients told investigators that they didn’t know they were receiving the discounts that had been fraudulently obtained.
