Police: Man arrested after spotted entering toilet with juvenile

EAU CLAIRE — Police say they arrested a man near the Forest Street Community Garden after he appeared to coerce a younger person into a portable toilet.

When officers approached, according to a press release, the toilet was locked. They knocked and announced who they were and Ray Jackson, 36, no fixed address, exited. While Jackson attempted to prevent officers from seeing inside the toilet, they spotted another person. Authorities said it was “obvious this person was a juvenile.”

Jackson was immediately detained and officers brought in the Eau Claire County Department of Human Services to assess the juvenile and contact the parents. After interviews and evidence were collected, officers decided there was probable cause to arrest Jackson for sexual assault.

Jackson was taken to the Eau Claire County Jail pending a Wednesday court appearance.

Jackson has a prior conviction involving a similar case. In 2011 he was convicted of third degree sexual assault in La Crosse County. He received five years’ probation and was required to serve two weekends in jail every other month until the total equaled 24 days.

In 2015 he was cited by the court for unpaid restitution in the case, which was fully discharged in 2016. That conviction required him to register as a sex offender with the state through late January 2031.
