Kingsport police sergeant resigns after investigation into ‘inappropriate photo’

KINGSPORT, Tenn. (WJHL) – A sergeant of the Kingsport Police Department (KPD) resigned Friday after an investigation into an alleged inappropriate photo.

A spokesperson for the City of Kingsport told News Channel 11 the KPD was informed on May 14 of reported actions by Sergeant Daniel Horne that did “not meet the standard of conduct expected from City of Kingsport personnel.”

An investigation found that Horne had taken an inappropriate photo at work while he was in uniform, the spokesperson said. Horne then sent it to a contact through social media.

The photo was then sent to others without Horne’s consent, according to the city spokesperson.

Horne was placed on administrative leave Tuesday afternoon and resigned Friday prior to any other personnel actions being taken, the spokesperson said.

The city stated in an email to News Channel 11 that the reported conduct violates city policy. The internal investigation into the matter has been closed.

The spokesperson said Horne had served in the police force for 20 years.
