Hull payroll: Who was the highest paid in 2023? We have every public salary in town

First responders, town leaders and heads of the town’s utilities make up the highest paid municipal employees in Hull in 2023.

Former Town Manager Philip Lemnios, who retired at the end of last June after serving two separate stints in the role for a collective 26 years, had once again received the highest total compensation last year at $221,390.32. Former select board Chair Jennifer Constable took over the role after him. She was paid $500 to serve as a select board member and $64,144.25 as town manager.

Many of the top-paid town employees from last year are repeats of 2022. Police Chief John Dunn and Fire Chief Christopher Russo, who holds a secondary role as the emergency management director and therefore received an additional $15,000 in pay, were the second- and third-highest paid town officials.

Fire Deputy Chief William Frazier, the seventh-highest-paid town employee who also serves as assistant director of emergency management, had received an additional $10,000 for this supplementary role.

Overall, the town of Hull paid more than $12.6 million to the 285 people on its municipal payroll. The schools payroll paid $13.9 million to 281 people.

Nearly 60% of the payroll on the municipal side was paid to the Hull’s fire and police department.

More than $1 million was paid in overtime, with nearly all of it being paid to police and fire personnel.
