Courthouse shooting suspect ruled incompetent

(EL PASO COUNTY, Colo.) — Shaquille Brown, the man accused of shooting and killing 28-year-old William Winters as he carried a baby into the El Paso County Courthouse in 2023, has been ruled incompetent to stand trial.

Brown was arrested on Nov. 16, 2023, after he allegedly walked up to Winters outside the courthouse around 10 a.m. and fatally shot him as he was carrying a car-seat-style baby carrier.

Brown was arrested on charges of First Degree Murder, Possession of a Weapon by a Previous Offender, and Child Abuse, for endangering the life of the child in the baby carrier. He told officers that he shot Winters out of fear for his own life, due to a previous altercation between him and Winters.

On Monday, April 15, Brown was ruled incompetent to stand trial after an evaluation and was ordered to undergo restoration services at a state hospital, according to the 4th Judicial District Attorney’s Office.
