Cape Coral salaries: City manager tops list at 285K, dozens of employees kept secret

The News-Press has compiled a database of salaries for employees of the city of Cape Coral.

The salary data below is from August 2023. Since then, the city promoted City Manager City Manager Michael Ilczyszyn at an annual salary of $285,000, making him the highest-paid employee.

City Attorney Alexandr Boksner was the second-highest paid, with a salary of $247,500. Next was Assistant City Manager Connie Barron at $182,000, Deputy City Attorney Brian Bartos at $178,900 and City Auditor Andrea Rose Russell at $176,488.

But the city has refused to provide the names and titles of 46 employees, citing an exemption under Florida public records law for undercover law enforcement officers.

The News-Press has asked the police department to clarify how many undercover officers it employs, and whether those officers are undercover full-time or for occasional assignments. The department did not provide a response prior to publication.

The city also cited a public records law exemption for “home addresses, telephone numbers, dates of birth, and photographs” of law enforcement personnel. It did not immediately explain how that exemption applies to names and titles of employees.
