    NBC 4 Washington was covering winter storm Jonas when they spoke with a prank caller pretending to be a spokesperson for the Virginia Department of Transportation. “I mean, my drug dealer and my prostitute were on the way, and they couldn’t get it delivered,” a person purporting to be state employee Jason Bond.
