WORCESTER — Yellow tulips are brightening up City Hall and the Worcester police station as part of a nationwide push to raise awareness about mental health and substance abuse issues. Other beds of tulips can be found at the HeartWell Institute on Pleasant Street, the Worcester Senior Center on Providence Street and Open Sky offices on Mann Street.
