New food carts featuring ice cream, Philly cheesesteaks open in Tigard’s Universal Plaza

(PORTLAND TRIBUNE) — Those craving boutique ice cream or Philly cheesesteak sandwiches with a Korean fusion twist need look no further than Tigard’s Universal Plaza.

The city recently expanded its Tigard Launch Pod business accelerator program by adding Nunny & Pheebs and Wow Cow food carts to the plaza at 9100 S.W. Burnham St. in downtown Tigard.

Mia Sellers, owner of Nunny & Pheebs, is moving into a space currently occupied by Juliana Moseley, owner of Harvest Moon Experience.

Sellers previously sold her artisanal ice cream at Tigard’s Farmer’s Market, according to city officials. She is now taking on a full-time retail venture to feature her unique ice cream flavors and blends.

Lloyd Purdy, the city’s economic development manager, said Tigard residents had been asking for more downtown restaurants, including an ice cream shop.

Joining Sellers will be Jay Kwon, whose Wow Cow Philly cheesesteak sandwiches have long been a big hit around the area. While this is Kwon’s first venture in running his own food cart business, he previously was part of the Koi Fusion food truck that “helped launched the Portland food art scene 15 years ago,” according to the city.
