2 big concerts at Penn State expected to cause traffic delays, road closures. What to know

This weekend is set to be a memorable one for Penn State students and local music lovers — but, with it, will come road closures, traffic delays and headaches for motorists.

Movin’ On, one of the nation’s largest student-run music festivals, is set to open its gates on the IM Fields at 3:30 p.m. Friday with a scheduled end at 10:30 p.m. Country music star Luke Combs will then perform Saturday at Beaver Stadium, where parking will open at noon and gates at 5 p.m.

Here’s what you should know about both days and concerts, from road closures to parking details:

Road Closures

FRIDAY

Park Avenue (between Bigler Road and University Drive): This closure will begin about 5:30 p.m. Friday and will continue until all pedestrians have crossed the street at the end of Movin’ On, which is scheduled for 10:30 p.m.

University Drive (between Park Avenue and Services Road): The timing is similar to Park Avenue, except the closure will start a half-hour earlier. This closure begins at 5 p.m. Friday and continues until all pedestrians have crossed the street at the end of Movin’ On.

Services Road (between Big Hollow Road and University Drive): The closure began Thursday and will continue until 8 a.m. Saturday. Access to the Orange parking area near Procurement Services will be available only from the entrance on Big Hollow Road.

Curtin Road (between University Drive and Porter Road): This has been closed since Sunday and will continue to be closed through the end of Saturday’s Luke Combs concert.

SATURDAY

Curtin Road (between University Drive and Porter Road): This has been closed since Sunday and will continue to be closed through the end of the Luke Combs concert.

Porter Road (between Curtin Road and Park Avenue): This will close starting 11:30 a.m. Saturday and will presumably extend until the end of the Luke Combs concert.

Services Road (between Big Hollow Road and University Drive): The closure began Thursday and will continue until 8 a.m. Saturday. During that time, access to the Orange parking area near Procurement Services will be available only from the entrance on Big Hollow Road. Given the timing, this should obviously have little to no impact on any related Luke Combs traffic.

Event parking

A number of campus parking lots will close midnight Friday in advance of the Luke Combs concert and will reopen to permit holders after the end of Saturday’s concert — including the Commuter lots (Jordan East, Stadium West, Porter North, Porter South), Orange L (all sections), Yellow H (all sections), Yellow V, Orange A OPP (east and west), Orange A Katz, Orange H (all sections north of Hastings Road), Orange O (ICA Service Center/Meats Lab) and the east half of Orange U.

Faculty/staff parking permits will be honored at all faculty/staff parking lots west of Bigler Road. Student parking permits will be honored west of Bigler Road in lots that normally allow student parking on weekends. (Penn State provided an online map for clarity.)

MOVIN’ ON (FRIDAY)

Event parking for the event geared toward students will be available only at Stadium West and East Deck.

The cost at Stadium West is $10, and Penn State parking permits are valid. However, this is one of the commuter lots that will close at midnight in advance of the Luke Combs concert — so those needing to park overnight must do so elsewhere.

Parking at the East Deck is $1 per hour ($16 daily max), and visitors can park overnight here. But they’re cautioned that a $40 event rate will be in effect Saturday for the Luke Combs concert.

LUKE COMBS (SATURDAY)

Advance parking sales for lots nearest the concert are available until noon Friday via Ticketmaster, and parking passes will be issued via mobile devices only. After that cut-off time, prices will increase by $20 for day-of parking. Parking lots open noon Saturday.

According to Ticketmaster, as of Thursday afternoon, advance parking remained in:

  • $60: Lots 22, 23, 24, 33, 34, 37, 39, 45, SHIELD (handicap placard required)

  • $80: Lots 32, 44

  • $100: Lots 15, 31

Cheaper day-of parking will also be available at parking decks farther away:

  • $40: East, HUB, Nittany, West, Eisenhower decks. (Motorists should pay upon entry at Eisenhower Deck but will be asked elsewhere to pay by credit card before exiting at pay-on-foot stations.) No tailgating is allowed at the decks.

Mass transit

FRIDAY

The Campus Shuttle via Beaver Avenue will end service at 5 p.m. Friday, and the Campus Shuttle via College Avenue will end its service at 5:30 p.m. Friday.

SATURDAY

CATA service will continue to operate during the Luke Combs concert, but there will be several changes that mostly impact the east side of campus.

The H Route and NV Route will see their routes temporarily changed, and more info can be found at CATAbus.com. Changes to the most-traveled routes include:

Blue Loop: From the bus stop at Pattee Library, the Blue Loop will turn right on Bigler Road, right on Pollock Road and then resume normal routing until College Avenue and Allen Street, and make a right on Burrowes Road, where it will resume normal routing.

White Loop: From the bus stop at the Meridian, the White Loop will follow normal routing to University Drive, where it will turn left on Hastings Road, right on Bigler Road and left on Curtin Road, where it will resume normal routing. (The Lot 83 stop will not be serviced.)

Red Link: From West Campus toward Medlar Field, the Red Link will follow normal routing to Curtin Road, where it will turn right on Bigler Road, left onto Hastings Road, left onto University Drive and left onto Curtin Road, where it will resume normal routing.
