WPD chief uses promise of cigarette to coax suspect’s surrender

WICHITA, Kan. (KSNW) — Wichita Police Chief Joe Sullivan used the promise of a cigarette to convince a fleeing suspect to surrender.

The Wichita Police Department says that the incident happened on April 10 when officers were called to the 1300 block of S. Main St. on the report of a wanted person being in the area. It led to a brief pursuit of the suspect, who was on a bike.

However, police say the man was able to get away from officers. Police say Sullivan, who was monitoring traffic, assisted in the search of the suspect in the area.

The department says the chief was alerted by witnesses that the suspect was hiding in the cellar of a home. Sullivan kept the suspect contained until additional officers arrived.

During negotiations with the man to convince him to surrender, Sullivan promised the man a cigarette. He was taken into custody after about 30 minutes of negotiation.

Police say they recovered a bag that held roughly 1.5 ounces of marijuana, three bags holding over a pound of methamphetamine, and around $7,000 in cash. Before he was taken to jail, the man was handed the cigarette promised by the chief.

No one was hurt.
