Sgt Tricia Shelton was recognized during a department promotion ceremony at the Virginia Beach City Hall.

“As we gather here this morning, we are not just celebrating a promotion; we are celebrating a breaking of barriers,” Chief Neudigate said. “Tricia is not only an exceptional officer but is also the first black female to achieve the rank of sergeant in our department’s history; the very first in 61 years. This milestone is not just a testament to her dedication and hard work but also to the progress we are making as an organization.”
