Two charged with distributing fentanyl that killed Carlsbad woman

SAN DIEGO (FOX 5/KUSI) — Two people were charged by a federal grand jury Wednesday for allegedly distributing fentanyl that killed a 25-year-old Carlsbad woman.

According to U.S. attorney Tara McGrath’s office, Bryan Kim Bullard, 43, and Cameron William Fulston, 29, are named as the defendants in this case.

As noted in court records, San Diego Police officers were dispatched to an apartment complex in Mission Valley on Sept. 10, 2023 for a suspected drug overdose after receiving a 911 call.

About a minute before that call, an initial call came in from the victim’s phone with a male individual stating “overdose, overdose” before ending the call, the attorney’s office explained. That call ended while the dispatcher was trying to explain life saving measures.

Responding officers found the victim, only identified in court records as D.G., lying unconscious on the bathroom floor of the residence. CPR was given to the woman until paramedics arrived. The victim died in the hospital five days later as a result of a fentanyl overdose, court records show.

In the bathroom where the victim was located, police officers observed a piece of foil with a brown liquid and a chunk of a white substance, said the attorney’s office. Blue pills were also found with “M30” stamped on them. The foil and bills both tested positive for fentanyl.

An investigation led federal agents to the defendants.

“Behind every fatal overdose is a dealer who put someone’s life at risk,” said U.S. attorney McGrath. “We are holding them accountable to stop the cycle of devastation they perpetuate.”

If convicted for distributing fentanyl that resulted in death, Bullard and Fulston could face 20 years to life in prison.
