Inside, officers found a “tightly bound white trash bag” that contained a dog “so cold and oxygen deprived” they believed it had already died, according to the Tullahoma Animal Shelter. However, once the dog was able to get more air, it was revived and taken to a local veterinarian practice.

The older neutered male Yorkshire Terrier has been dubbed Oscar by the vet team at All Creatures Veterinary Clinic, according to the shelter. The vet staff had to shave him down to remove severe matting from his fur, and they also provided him with fluids and other medications.
