Street work to cost $1.9M, within budget

Apr. 12—As part of the City Council's 2014 Strategic Plan, the City awarded a comprehensive street assessment study to Infrastructure Management Services (IMS), with the goal of determining the condition and rank City streets based on data gathered by IMS.

IMS provided the City with a street condition assessment and a five-year maintenance plan for improving the overall street condition within the City. The street assessment and 5-year maintenance plan were approved and performed again in 2020 by IMS.

Based on the findings, the City has solicited annual competitive sealed proposals for street milling with overlay, with the current fiscal year requirements reflected in the attached bid tabulation.

Public Works Director Brent Sherrod reported four bids were received and opened on March 27, 2024, in response to an invitation for bids for current year's street paving requirements. Public Works staff evaluated the bids received to determine the best value to the City. The lowest bidder for Mill & Overlay services, Vulcan Materials Asphalt and Construction LLC.

Sherrod spoke highly of the company, with recommendations from the City of Liberty and TxDOT.

The offer being recommended is for $2,181,580.

Sherrod noted that the bid was over the budgeted funds for the project, so staff reduced the proposed list by 14,866 square yards of mill and overlay to fall within the budgeted amount of $1,901,090.

Also on the agenda: — a proclamation recognizing Public Safety Telecommunicators Week; — approval of additional services with Aurora Technical Services, LLC for professional engineering for the water line replacement along Old Madisonville Road; — approval of a supply agreement with Badger Meter for water meters, software and associated supply items; — execute a change order in excess of $50,000 for the Palm Street 30" line stop and valve installation project; — and the appointment of Tommy Harris to the Planning Commission.

Executive Session

The Council will convene in closed session to discuss a request to disannexation from the City's extraterritorial jurisdiction. If approved, the property cannot be included again with the owner's request.

Also on the agenda for discussion behind closed doors is Project Goose, a proposed economic development.

The meeting is set for 6 p.m. Tuesday, April 16, at the Huntsville Public Library, 1219 13th Street. The meeting will be broadcast on Facebook and the city website at HuntsvilleTX.gov.
