Special city council meeting takes place in Carthage

CARTHAGE, Mo. — As expected, things — at times — got heated during a special city council meeting Thursday night in Carthage.

The meeting was put on the calendar during Tuesday night’s regular city council meeting, to address a number of issues. One of which being the employment of City Administrator, Greg Dagnan. Thursday night (4/11), the council voted 7-to-2 in favor of firing him, but there’s some dispute about whether they can.

The other issue: Mayor Dan Rife.

The council — which consists of 5 new members — voted 7-to-1 in favor of moving forward with contacting an attorney to advise them on the impeachment process.

Also, the motion made by new Councilmember, Jana Hunter Schramm to change city policy regarding council approval for media requests, was tabled and will be discussed during the next regular meeting. That will take place on Tuesday, April 23 at 6:30 p.m.

“We attempted to lawfully dismiss Mr. Dagnan, but the mayor refused to forward it on Tuesday night which necessitated this meeting. I guess it is technically the start of the process for possible impeachment of the mayor,” said Carthage City Councilmember, Tiffany Cossey.

Thursday night’s meeting also went into closed session for nearly 90 minutes. They came out about 9:30 p.m. and adjourned for the night about 10 minutes later.
