The Russians plan to confiscate newborns in Luhansk Oblast, violating the Genocide Convention, the U.S.-based think tank Institute for the Study of War reported on May 4.

Hospitals in Russian-occupied Luhansk Oblast are reportedly threatening to confiscate newborns from mothers starting May 6 if neither of the newborn’s parents can prove that they have Russian citizenship, Luhansk regional governor Artem Lysohor reported on May 1.
If this report is accurate, such actions violate Article II(d) of the Convention on the Prevention and Punishment of the Crime of Genocide, which defines genocide as "imposing measures intended to prevent births within the group." analysts at ISW said.
