Neighbors react to FBI, U.S. Marshals excavation of backyard in search for Alex Carter
BECKLEY, WV (WVNS) — Federal law enforcement agencies were in Raleigh County recently to excavate a yard in search for clues into the disappearance of Alex Carter and her mother Susan Carter from 24 years ago.
Between April 10th and 11th, 2024, West Virginia State Police, the Federal Bureau of Investigation (FBI) and U.S. Marshalls excavated the backyard of 126 Kyle Lane in the Beckley-Mabscott area; the last place Susan and Alex were known to have resided, but said they did not find evidence.
Eighty-four-year-old Larry Webb, who is charged with murdering Alex, owns the house. It is the third search warrant police have executed at Webb’s house over the past two years. Officials said Webb worked for the Social Security Administration and dabbled in contracting.

Neighbors told 59News on Thursday that they were shocked when they saw law enforcement at Webb’s home when the first search warrant was executed. They said they had no knowledge that two people connected to Webb were missing and had assumed police were investigating complaints of frequent traffic at Webb’s house.
One neighbor said he and his wife had moved to Kyle Lane in 1999 and that he had allegedly noticed a little girl at Webb’s house during the summer of 2000. He said he reportedly noticed the child only one time, and a year later, he noticed a “missing child” poster in the neighborhood.
In 2021, he said, he learned that investigators were searching for missing persons. He now believes the child he saw at Webb’s house in 2000 was Alex Carter, he said.
The neighbor reported he had seen another woman who appeared to be staying at Webb’s house, shortly after the time Susan and Alex disappeared.
Another neighbor told 59News she’d had no knowledge of the missing child when she moved into the neighborhood but that she had witnessed a man drive past her house and shout that his daughter was missing.
The neighbors said they felt ambushed by the presence of law enforcement and media on their street, but they said they want police to find answers for the families of Susan and Alex Carter.
