Multnomah Safe Rest Village Good Neighbor Agreement approved

PORTLAND, Ore. (PORTLAND TRIBUNE) — Despite objections from nearby neighbors, the board of the Multnomah Neighborhood Association approved the semi-official Good Neighbor Agreement for the Multnomah Safe Rest Village at its May 14 meeting.

The agreement covers the operation of the SRV at the former Sears Armory at 2371 S.W. Multnomah Blvd. It is intended to provide a framework for mitigating conflicts around the city-sanction outdoor managed homeless shelter with services and surrounding homes and businesses.

Other signers include the Portland-Multnomah County Joint Office of Homeless Services, the nearby Westside Christian Church ,operator All Good Northwest, and the City Shelter Services Team.

The SRV is planned to more than triple in size from around 30 to over 100 sleeping pods in the future.

Some critics said the SRV should never have been located in a residential neighborhood with a nearby school operate by the Westside Christian Church. A number of those closest to the site complained the agreement is not legally enforceable and expects them to report violations, which is a form of forced volunteerism. They included some of the 25 members of the recently formed Coalition for Safe, Clean Neighborhoods Around SRVs.
