Manchester police officer turns himself in on domestic violence charges

Apr. 23—A Manchester police officer who has been on restricted duty for months surrendered to police Tuesday after an arrest warrant was issued for multiple counts of domestic violence, state police said.

Michael MacNeilly, 28, a sworn member of the Manchester Police Department, was arrested and charged with six counts of simple assault, one count of obstructing the report of a crime/injury and one count of criminal mischief. All of the charges are misdemeanors.

Manchester police asked state police to lead the investigation because of a conflict of interest, Manchester Police Chief Allen Aldenberg said in a phone interview.

MacNeilly is on paid administrative leave, the chief said.

"That will remain the case until due process runs its normal course," Aldenberg said.

The warrants were obtained after a thorough investigation was conducted, according to a news release.

MacNeilly had previously been arrested for violating a domestic violence protective order and placed on restricted duty last month when the department learned of the allegations. The order is in effect until next year, according to court documents.

Under the order, he relinquished 16 firearms and his department-issued weapon was confiscated.

MacNeilly voluntarily surrendered at the Troop B State Police station in Bedford on Tuesday, according to the news release.

After being processed, MacNeilly was released on personal recognizance and is scheduled to appear in the 9th Circuit Court in Manchester at a later date.

No further information was available Tuesday night.
