Man charged in narcotics case

May 6—ASHTABULA — An Ashtabula man has been indicted on multiple charges related to the Oct. 11, 2023 overdose death of Kevin Figueroa, 40, of Ashtabula.

Jose Manuel Alicea Seijo, who resides in the 1600 block of East 46th St., is alleged to have supplied the drugs that resulted in Figueroa's death at a home in the 1700 block of Blue Jay Circle in Ashtabula.

The Ashtabula County Coroner's Office determined that Figueroa died from acute fentanyl, acetyl fentanyl and carfentanil toxicity, according to an Ashtabula Police Department press release.

With the assistance of the Ohio Narcotics Intelligence Center, APD investigators were able to identify Seijo as the alleged source of the drugs, according to the release. He was arrested on April 5, 2024 on an Ashtabula Municipal Court warrant on a charge of involuntary manslaughter.

Members of the Ashtabula Police Department/FBI Safe Streets Task Force executed a search warrant at Seijo's residence and sized suspected drug-packaging materials, digital scales and cash. Monies seized in the initial search and subsequent investigation totaled approximately $108,000 in suspected illegal drug-trafficking proceeds, according to the release.

Seijo was indicted on April 24 on the involuntary manslaughter charge and also charges of corrupting another with drugs, trafficking in fentanyl-related compounds, money laundering, tampering with evidence, trafficking in cocaine and possessing criminal tools.

APD Lt. Mike Palinkas stated in the release that the investigation is ongoing and additional charges are under review.
