Man accused of sex crimes seen groping additional person by officer before arrest, Montgomery County police say

CLARKSBURG, Md. (DC News Now) — The Montgomery County Department of Police (MCDP) said a man faces a number of charges in connection to sex crimes committed throughout early May.

MCDP said it believes Ibn Muhammad Rosario, 18, of Clarksburg assaulted at least four women who were walking or jogging in the area of Snowden Farm Parkway and Little Seneca Parkway May 6 through May 8.

They added that a police officer witnessd Muhammad Rosoario groping a fifth person.

Police said in the first four cases, Muhammad Rosario either groped or touched the women and, in two instances, made vulgar comments. Each woman provided police with a description of the person involved. Officers increased patrols in the area.

It was on Thursday, May 9, that MCDP said one of its officers saw Muhammed Rosario, who matched the women’s descriptions, walking in the roundabout at Little Seneca Parkway and Snowden Farm Parkway. That’s when Muhammad Rosario supposedly approached a fifth person and groped her.

An officer spotted Rosario walking in the area just before 11 a.m. on Thursday. He was seen going up to a woman and groping her. She defended herself and Muhammad Rosario ran away. Police caught him.

The Montgomery County Department of Police said he faces four counts of fourth-degree sexual offense and four counts of second-degree assault. As of Friday, he was being held without bond at the Montgomery County Central Processing Unit.
