Known drug dealer in Wisconsin arrested after fleeing traffic stop, discarding bag of drugs and stolen firearm

MOUNT PLEASANT, Wis. (WFRV) – Authorities in southeast Wisconsin arrested a 31-year-old known drug dealer after he fled a traffic stop at a high rate of speed.

According to the Racine County Sheriff’s Office, on Sunday, April 21, just before midnight, a deputy was running stationary radar on State Highway 31 near Biscayne Avenue in the village of Mount Pleasant.

At that time, the deputy observed a Mercedes-Benz traveling northbound at a high rate of speed. The deputy clocked the vehicle, which went 80 miles per hour in a posted 35 zone.

After seeing the marked squad car, the suspect driver, later identified as 31-year-old Lamar E. Hackett from Kenosha, immediately decreased his speed and stopped the vehicle in the left lane to turn onto Biscayne Avenue.

Hackett stopped in the turn lane for around 30 seconds before the deputy positioned his squad car behind him and activated his emergency lights. Hackett turned onto Biscayne Avenue and pulled over for the deputy.

Once pulled over, Hackett allegedly swung open his door and began to exit the vehicle. The deputy immediately told Hackett to remain in the Mercedes-Benz, which he obliged.

Hackett questioned the deputy and asked why he was pulled over. The deputy told him that he was speeding. While speaking, the deputy noted a strong smell of marijuana coming from the vehicle. Hackett then asked if the deputy would search the car, and the deputy said he would.

Hacket responded and reportedly said, “Dang, for real, I got open liquor in here. You’re going to do me like that?”

The deputy asked Hackett what he was on paper for, and he said possession of a firearm and disorderly conduct. Hackett tried negotiating with the cop and asked for a ticket, but the deputy stated he could not do that.

When the deputy told Hackett to “hang tight,” Hackett placed the vehicle in drive and drove off at a high rate of speed, and a pursuit ensued.

Hackett traveled northbound on South Green Bay Road and turned westbound onto South Drive. When he reached a dead-end on South Drive, he reportedly crashed his vehicle in the woods.

Hackett ran into the woods as the deputy gave commands and drew his weapon. Officers from the Mount Pleasant Police Department, the Racine Police Department, and other Sheriff’s deputies immediately responded to the area and set up a perimeter.

With the assistance of a drone flown by a Racine police officer, law enforcement was able to track Hackett as he fled through a field, ran through a swamp, and then hid in a tent in the woods.

A Mount Pleasant Police officer, who was assisting a K9 team that was tracking Hackett, located a baggie of drugs that Hackett discarded in an open field.

At approximately 12:34 a.m., a multijurisdictional arrest team took Hackett into custody.

The baggie of drugs contained 2.9 grams of marijuana, a baggie that contained 4.2 grams of crack cocaine that also tested positive for fentanyl, a baggie containing two Oxycodone pills, and baggies that contained powder cocaine that also tested positive for fentanyl – 0.2 grams, 0.3 grams, 0.3 grams, 0.3 grams, 0.4 grams, and 0.5 grams.

Hackett was medically cleared by rescue personnel, and deputies took Hackett to the Racine County Jail, where he was held on a probation hold and a cash bail of $275,550.

Court records show Hackett is not formally charged at this time, but he is being held on the following offenses:

  • Fleeing and Eluding

  • 2nd Degree Recklessly Endangering Safety

  • Resisting or Obstructing

  • Possession of THC – Repeater

  • Possession of Cocaine with Intent to Deliver – Repeater

  • Possession of Narcotic Drugs – Repeater

  • Possession of Illegally Obtained Prescription Drugs

  • Possession of Fentanyl with Intent to Deliver – Repeater

On Monday, April 22, shortly after 8:00 a.m., officers from the Mount Pleasant Police Department responded to a residence in the area of South Green Bay Road and Biscayne Avenue for a discarded backpack in a yard that contained a firearm.

The backpack contained Hackett’s identification cards and a .380 caliber Glock 42. The firearm was reportedly stolen by a sheriff’s office in Arkansas. The officers turned the backpack over to the Racine County Sheriff’s Office.

Law enforcement partners stand ready, day and night, to fight crime and protect our communities.”
