Harrisburg man last seen with missing woman charged with identity theft

HARRISBURG, Pa. (WHTM) – The Harrisburg man who was last seen with Tracy Scanlon, who police say is missing as part of a homicide investigation, has been charged with identity theft and forgery.

According to charges filed by Susquehanna Township Police, Anthony Proctor picked up Tracy Scanlon on February 7, 2024, at a home in Allegheny County. Both said they were visiting Harrisburg for a couple of weeks and that Scanlon would be back on March 1.

Scanlon’s roommate reported receiving a text that the two had arrived in Harrisburg. The last communication they had with Scanlon was on February 20 by text message.

On February 28 police were asked to check on Scanlon’s wellbeing and that a missing person case was underway in Allegheny County. Police went to Proctor’s home on Union Deposit Road and said he refused to speak to them.

Police said when questioned about Scanlon, Proctor said “I don’t know what you are talking about.”

Officers contacted the Office of the Inspector General for access to Scanlon’s PA Access card and found the last transaction was on February 15 at Sam’s Club in Harrisburg. Officers reviewed the transaction and security footage and say the card was used by Proctor.

Police say Proctor is also on food stamps and knows he can not use another person’s card.

Proctor was arrested on charges related to using the EBT card and when police attempted to learn the whereabouts of Scanlon, officers say Proctor responded “I don’t know who that is” and “Charge me with what you got, and I will be out in a couple of hours.”

Police also searched a box truck owned by Proctor with thousands of counterfeit Prada, Louis Vuitton, Gucci, and other high-end clothing and accessory items worth over $10,000.

Officers also uncovered 283 grams of marijuana inside Proctor’s apartment along with smaller packaging material found with marijuana and multiple cell phones.

Proctor is facing charges including forgery, theft by unlawful taking, identity theft, access device fraud, trademark counterfeiting, possession with intent to deliver a controlled substance, and possession of drug paraphernalia.

Proctor was formally arraigned on May 3 and remains in the Dauphin County Prison on $50,000 bail.

According to court record, Proctor had previously served time on a murder charge in Allegheny County back in the 1990s.
