DC police now investigating 2023 assault as homicide

WASHINGTON (DC News Now) — The Metropolitan Police Department (MPD) announced Thursday that they are seeking to upgrade the charges against a man from assault to homicide following the death of a victim.

MPD responded to the 1800 block of 4th Street NE for the report of an assault at about 6:40 a.m. on Oct. 12, 2023. Officers found three men there who had been assaulted by a man with a shovel. They were all taken to a hospital while conscious and breathing.

Investigators found the 62-year-old suspect, Vincent Hemphill, and charged him with Assault with Intent to Kill.

On Jan. 22 – over three months after the attack – one of the victims, 81-year-old Charles Short of Clinton, Md., succumbed to his injuries.

MPD was notified on May 9 that Short’s autopsy revealed he died from complications due to the blunt force trauma sustained in the attack.

Homicide detectives will work with the U.S. Attorney’s Office to upgrade the charges against Hemphill.
