Corning man arrested on welfare fraud/theft charges

CORNING, N.Y. (WETM) — A Corning man was arrested in April after police said he was collecting funds illegally from the social services department for nearly a year.

According to the Steuben County Sheriff’s Office, 60-year-old Richard W. Stuby was arrested on Thursday, April 25, after claiming he stole around $6,500 in funds he wasn’t eligible to have.

Police say Stuby was arrested on several felony charges:

  • Offering a false instrument for filing in the first degree, a class E felony.

  • Falsifying business records in the first degree, a class E felony.

  • Welfare fraud in the third degree, a class D felony.

  • Grand larceny in the third degree, a class D felony.

Police say that between March 22, 2023, to February 29, 2024, Stuby gave false documents to the Steuben County Department of Social Services and received benefits of $6,463 that he wasn’t allowed to get.

Police say that Stuby was processed and arraigned before being released.
