Clark County deputies identified, body cam footage released after fatal Salmon Creek shooting

PORTLAND, Ore. (KOIN) – Investigators have revealed the body camera footage along with the identities of the Clark County deputies involved in the shooting of a suspected carjacker on April 13.

Benjamin Steven Woods, 41, died of “multiple gunshot wounds” after officers located a stolen van behind an American Legion at 14011 NE 20th Avenue, according to the county medical examiner.

Four deputies are on critical incident leave as two deputies by the names of Jim Payne and Michael Gonzalez undergo a use of force investigation along with two witness deputies.

Deputy Payne has worked for the Clark County Sheriff’s Office since 2000 and Deputy Gonzalez started in 2021. The two witness deputies include Sgt. Fred Harrison, who has served the county since 2006, and Deputy Enrique Cordero, who joined in 2021.

The shooting took place after a man called the sheriff’s office saying Woods and a woman had taken his van near 9200 NE 15th Avenue around 10:30 a.m.

A half-hour later, “a suspicious circumstance” sent deputies toward the Goodwill in Salmon Creek, where witnesses told officials a man and woman tried to carjack a car with someone inside. Officials said the descriptions matched the previous report.

Deputies reported seeing the Woods head into the Legion, where the shooting eventually took place.
