Audit: GOHSEP didn’t meet reporting rules for $125.9M in federal flood prevention money
BATON ROUGE, La. (BRPROUD) — Auditors found that the Governor’s Office of Homeland Security and Emergency Preparedness did not meet Federal Funding Accountability and Transparency Act reporting requirements for the Flood Mitigation Assistance program.
GOHSEP said in a reply that they concur with the finding and are working to remedy the problems that led to entering some data late.
Auditors assessed GOHSEP’s responsibility over public funds from July 1, 2022, through June 20, 2023.
As of June 30, auditors said, GOHSEP hadn’t put any information on 50 subawards into the federal reporting system. Each was granted for more than $30,000, and all projects total $125.9 million. Non-federal groups are supposed to record any action using federal dollars over $30,000.

Auditors completed several tests on GOHSEP’s major federal programs including Emergency Rental Assistance Program, Homeowner Assistance Fund, Coronavirus State and Local Fiscal Recovery Funds, Flood Mitigation Assistance and Disaster Assistance Projects.
In addition to these tests, auditors also considered “internal control over financial reporting and examined evidence supporting GOHSEP’s federal revenues, non-payroll expenditures, receivables, payables, unearned revenues and advances.” Through several tests, auditors found that Federal Funding Accountability and Transparency Act requirements were not met.

The audit said GOHSEP needs to make sure the right employees have access to the reporting system and will enter the federally required data on time.
GOHSEP agreed and said in a response that they’ll work to enter the necessary information on time going forward. The entries were made, but not in the required timeframe.
The organization will ensure workers have the access they need to a computer system that lets them accurately complete the tasks.
