3 arrested in Loveland on robbery, menacing charges; police cite Aurora gang connection

DENVER (KDVR) — A weapons complaint in Loveland’s Mehaffey Park resulted in the arrest of three teens on March 31, according to the Loveland Police Department.

The report was received shortly after 1:30 a.m. by the Loveland Emergency Communications Center. The caller reported a robbery had just occurred and the victim appeared to be a boy, and there were multiple juveniles with weapons at Mehaffey Park.

Officers responded to the scene and found a Chevrolet Equinox with five people inside, two of whom were juveniles, according to the department. Officers found three handguns in the car, including one with a large capacity magazine and another that was reported stolen out of Aurora.

The two juveniles were released without charges. However, the three men in the car were identified, arrested, and are facing numerous charges. Police reported that all three were from Aurora and are suspected of having gang affiliations.

The investigation revealed that the three men had accosted three boys who were in the park, threatening them with firearms and demanding money.

Investigation reveals confrontation between teens

Officers allege that they learned through interviews that three juveniles were at the park in a BMW sedan when three men approached them. One of the men went to the driver-side window of the juveniles’ car and asked if he wanted to buy his handgun, which was tucked into the man’s waistband. Loveland police said the boy declined the offer.

The man, identified as Ahmad Richardson, 18, allegedly took the gun from his waistband and pointed it at the boy’s head before telling him to give him money. The boy gave Richardson his wallet, Richardson allegedly took $80 cash and threw the wallet back at the victim, according to Loveland police.

At the same time another man, identified as Isaiah Chavez-Seppelt, 19, went to the rear passenger window where another boy was sitting and tapped a handgun on the outside of the window, according to police. Chavez-Seppelt then allegedly “racked” the handgun, placing a round in the chamber.

Loveland police say that after Richardson took money for the driver, both men walked away.

While Richardson and Chavez-Seppelt accosted the boys, a third man who was identified as Robert Billie, 19, was standing behind the victims’ vehicle with the handgun with the large capacity magazine in his waistband, police said. Police said that Billie gave a fake name during the investigation before they were able to identify him.

Richardson is facing charges of aggravated robbery, menacing — intimidation with a gun, theft of less than $300, false imprisonment, private firearm transfer and unlawfully carrying a concealed weapon. He was being held at the Larimer County Detention Center on a $20,000 cash or surety bond.

Billie is facing charges of aggravated robbery, menacing — intimidation with a gun, theft of less than $300, false imprisonment, unlawfully carrying a concealed weapon, large capacity magazine prohibited during the commission of a crime and false reporting to authorities. He was issued a $10,000 cash or surety bond and posted bond on April 1.

Court records did not show an attorney listed for either of the three. They all appeared in court on Monday and have another appearance set for April 10.
