Robert: Focusing just on the auto emissions deal, I don't have a problem with a state imposing greater restrictions on emissions than the Feds. The lower emissions requirement clearly satisfies the federal standard as well - so why is there a conflict? We have a federal system. The states should be permitted to legislate as long as the legislation does not violate or undermine federal law. Making emissions standards more stringent than federal law does not undermine federal law.
