Update August 28, 2017: While Harvey has been downgraded to a tropical storm, it's caused catastrophic flooding in Houston. The National Weather Service called this an "unprecedented" event that is "beyond anything experienced."
"I'm asking for all citizens to get involved here," FEMA administrator Long told The New York Times. "Donate your money, figure out how you can get involved as we help Texas find a new normal going forward after this devastating disaster."

Update August 26, 2017: Hurricane Harvey made landfall as a Category 4 hurricane at 10 p.m. Friday in Rockport, Texas with 130 m.p.h. winds, according to the National Weather Service.
While the hurricane has since been downgraded to a Category 1, about 250,000 remains without power and that number is likely to grow, per the New York Times. It is expected to maintain at least tropical storm strength for at least four days, causing heavy flooding.
Original Post: Hurricane Harvey strengthened into a Category 4 hurricane as of 2 p.m. CDT Friday, August 25, according to the National Weather Service. In addition to 120 mph winds, southeast Texas is already experiencing heavy rain today continuing through the weekend and anticipates significant flooding.
"Let's set the expectations," FEMA administrator William B. "Brock" Long told NBC News. "Texas is about to have a very significant disaster. And we have to let people know that."
