White House Plumbers, based on the book of the same name by Egil "Bud" Krough and Matthew Krogh, will tell the story of Hunt and Liddy, who investigate the Pentagon Papers leak. Per HBO, "After failing upward, the unlikely pair lands on the Committee to Re-Elect the President, plotting several unbelievable covert ops – including bugging the Democratic National Committee offices at the Watergate complex. Proving that history can sometimes be stranger than fiction, White House Plumbers sheds light on the lesser-known series of events that led to one of America's greatest political crimes."

Theroux said White House Plumbers will be "set apart" from other shows about Watergate. "We've all seen the version of Watergate about how excellent journalism can root out corruption, and the Deepthroats, and Mark Felt, and the 'follow the money' but we haven't seen the actual thing. It's sort of like doing a movie about bank robberies without showing the bank robbers," he said. "I think it's gonna be set apart just because it's, a) hilarious. I think it's a very funny true story. And b) It is the crime. It's the entree, not the appetizer."
