Is Troy coming back to Fear the Walking Dead?
He sure is!
Even though it certainly looked like Madison killed Troy Otto when she bludgeoned him in the Season 7 episode "Bad Things Begun," he is apparently still alive and will be back in Season 8B. You can see him for a split second in the video below recapping the entire Walking Dead universe so far.
How far behind is Fear the Walking Dead?
When it first premiered, Fear the Walking Dead was originally about seven years behind The Walking Dead. However, for Season 8, there was a time jump seven years into the future, bringing Fear the Walking Dead to the current timeline of The Walking Dead (before the latter ended).

The confirmed returning cast members for Season 8B are:
Kim Dickens as Madison Clark

Kim Dickens will reprise her role as badass matriarch Madison Clark for Season 8B. Her antihero character infamously appeared to be killed in the Season 4 midseason finale (though her death was never actually shown), but made a triumphant return in Season 7.
If Dickens looks familiar from elsewhere, you likely remember her for her turn as a street-smart cop in Gone Girl.

Daniel Sharman as Troy Otto

Troy Otto (Daniel Sharman) is back! Though believed to have been dead after Season 7, the major baddie will return for 8B.
Colman Domingo as Victor Strand

Who is not returning for Fear the Walking Dead Season 8 Part 2?
Two stars who won't be returning are Lennie James as eternal fan favorite Morgan, Zoey Morgan as Mo and Alycia Debnam-Carey as Alicia Clark.
Morgan and Mo left to find Rick Grimes (Andrew Lincoln) and will likely be seen in The Walking Dead spinoff The Walking Dead: The Ones Who Live. Debnam-Carey, meanwhile, announced her exit after Season 7 to star in Hulu's Saint X.
