Abilene Parks & Rec considers master plan for Lake Ft. Phantom Hill: ‘Wow’
ABILENE, Texas (KTAB/KRBC) – A plan for the Lake Fort Phantom Master Plan was presented to the Abilene Parks & Recreation Board on Tuesday; which included excited changes like sports courts, a beach, aqua rentals, and more. Still in its very early stages, the board will consider the master plan this summer.
Improvements for locations all over the lake were promised in Tuesday’s presentation, led by one of the head architects for the project, Ryan Braun. One of the locations planned is Johnson Park. With more than 72 acres of space, the park’s concept features recreational zones, adventure park obstacle courses, zip lines, and a grand lodge.
“The lodge is going to consist of a potential restaurant and bar supplemented by a beer garden,” Braun pointed out.
The dam adjacent to Johnson Park will be converted into what planners called “The Promenade,” where the existing road will be closed down and converted into a walkway and bike path while a new road for vehicle travel will be built to run parallel to the promenade.
That path will extend to Northeast Beach, where the new Bolder Bay was introduced. Here, some of the designs featured were camping areas, RV parks, and even a location for a drive-in movie theater.
“This time we’re going to introduce golf carts and bikes. Why not? Especially when you can go and go to the tent, camping, and glamping, and all this other stuff that we’re proposing here,” listed Braun.

After hearing the extensive concept, a Parks and Recreation board member outlined the expansive involvement of the master plan so far by remarking, “I want to run through a quick list and see if I’ve left anything off. You’ve got astronomy, photography, art, fitness; income-producing community cooperation, TxDOT, Texas Parks and Wildlife, tourism, environmental ecology, resident sports fishing, bird watching, hikers, bikers accessibility, remote control, off road, camping, cyclists and equestrian. Wow.”
While this elaborate plan is only in its conceptual phase, the Park Board will submit final considerations to the Abilene City Council on July 25. Until then, there is no funding statement, price tag, or timeline.
