In a large bowl, sprinkle 2 (0.25-ounce) packages unflavored gelatin over 1 cup vodka. Wait about 5 minutes, or until gelatin has bloomed. Whisk in 1 cup boiling water and 1 tablespoon strawberry Jell-O mix until fully combined. Then whisk in 1½ cups Cool Whip. Pour mixture into shot glasses and set in refrigerator for about 2 hours. If you’re looking to garnish, cut a slit about halfway through a pink Starburst and place one on the rim of each shot glass.
