In a large bowl, sprinkle 2 (0.25-ounce) packages unflavored gelatin over 1 cup vodka. Wait about 5 minutes, or until gelatin has bloomed. Whisk in 1 cup boiling water and 1 tablespoon strawberry Jell-O mix until fully combined. Then whisk in 1½ cups Cool Whip. Pour mixture into shot glasses and set in refrigerator for about 2 hours. Wash and dry a mason jar or any other cup with a screw-top lid. Place 5 pink Starbursts in the jar. Pour ¾ cup vodka over the Starbursts in the jar, screw on the lid, and shake well for at least 10 seconds. Set the Starburst and vodka mix aside to infuse overnight.
