Windsor to hold budget referendum Tuesday

May 7—WINDSOR — All seven polling locations will be open from 6 a.m. to 8 p.m. Tuesday for residents to vote on the $125.7 million proposed budget for the 2021-22 fiscal year.

The proposed budget would result in a 33.27 mill rate, a 0.48% increase over the current rate of 33.11. Each mill represents $1 in tax for every $1,000 in assessed property value.

For a home assessed at $150,000, that would mean a $24 tax increase to $4,990.50.

The Town Council chose to use $2 million from the general fund reserve to hold down the tax increase — $1.1 million more than the town manager had proposed, according to documents on the town's website,

The Board of Education's approved budget of $74,366,390 makes up 59% of the total $125,787,620 proposed budget and is a 2.5% increase over the current year budget.

Overall, the proposed budget sees an increase of $3,638,810 over the current year budget, or 2.98%.

According to budget documents, the proposed budget aims to strengthen leadership and engagement; environmental sustainability and stewardship; competitive and sustainable economy; and diverse, safe, and strong neighborhoods and families.

The Town Council's approved budget of $125.7 million is a slight decrease from Town Manager Peter Souza's original proposal of $126 million budget, a difference of $283,000.

The vote will conducted using voting machines at the town's seven polling locations:

—District 1, L.P. Wilson Community Center, 599 Matianuck Ave.

—District 2, J.F. Kennedy School, 530 Park Ave.

—District 3, 330 Windsor Ave., Community Center

—District 4, Windsor Town Hall, 275 Broad St.

—District 5, Oliver Ellsworth School, 730 Kennedy Road.

—District 6, Poquonock School, 1760 Poquonock Ave.

—District 7, Rainbow Firehouse, 750 Rainbow Road.
