Two more facing charges in connection with University Hill riot

Apr. 15—Two more people are facing charges in connection with the University Hill riot in March, bringing the total amount of defendants in the case so far to nine.

Patrick Benz, 19, was arrested on suspicion of engaging in a riot, violation of a public health order and criminal mischief, while Sam Tilley, 20, was ticketed for engaging in a riot and violation of a public health order.

Both are University of Colorado Boulder students, according to court documents.

An estimated 500 to 800 college-aged people gathered near Pennsylvania Avenue and 10th Street on March 6 in a large outdoor party that became destructive, with people flipping a car and damaging other vehicles and property.

A Boulder armored SWAT vehicle eventually arrived on scene to disperse the crowd, but the truck was damaged and three officers suffered minor injuries.

According to an affidavit, Benz was identified by people who knew him as the person seen in a video kicking in the windshield of a flipped vehicle.

Police estimated the damage to the windshield was $400, and the damage to the vehicle in total was $11,000.

The ticket for Tilley only indicates that he, "during a riot, unlawfully and knowingly disobey [sic] a reasonable public safety order to disperse from immediate vicinity of riot" and also "willfully disobeyed the provisions of the public health laws."

Benz's booking photo was not immediately available. Because Tilley was ticketed and not arrested, he does not have a booking photo.

Along with Benz and Tilley, Boulder police have already arrested seven others in the case: Boland Dodge, 21; Brandon Hoover, 24; Eric Hoover, 24; Garrett Doyle, 22; Parker Clemons, 20; Henry Chardack, 20, and Thomas Shade, 19.

In another recently released affidavit, Clemons was identified as the woman doing a back flip on top of a flipped vehicle. Clemons in a police interview admitted she was the one in the video.

Brandon Hoover, Eric Hoover and Doyle are the only ones who have not been identified as CU Boulder students.

As of Wednesday, CU Boulder reported it has been referred 89 cases for possible sanction, but at this time have not yet revealed any disciplinary action taken.

Police said they have received more than 1,000 tips, and a team of 15 detectives and investigators from the Boulder Police Department, CU Boulder Police and the District Attorney's Office continue to investigate the incident.
