Two Aberdeen housing developments seek infrastructure grants from state housing authority

Two developers are hoping to secure housing infrastructure grants from the South Dakota Housing Development Authority.

The Aberdeen City Council approved the resolutions during Monday's meeting, acknowledging the developers' plans to apply for the grant funding and attesting that sufficient water is available for the developments.

The first resolution was for an application from S&S Rental on the west edge of Aberdeen. City Manager Joe Gaa said the area was previously proposed as the Ringneck Ridge housing development, which did not move forward. The property is now under new ownership. The development is called the West Edge Housing Development.

In paperwork submitted to the city, the first phase of the development has 40 lots marked for multi-family housing and 46 single-family lots.

The second resolution is for a grant application from Reif Project Services for the Pine Haven Estates Development. Paperwork submitted to the city shows 30 lots.

Gaa said the proposal is for the east side of town just west of the newly proposed Primrose development.

The grants being sought were established by the South Dakota Legislature, Gaa said. Both developers will be back before the city council with requests to establish Tax Increment Financing districts, which would allow them to use the anticipated increases in property taxes within the developments for the installation of public infrastructure.

In other action, the council:

  • Approved a resolution streamlining the permit approval process for events at Parks, Recreation and Forestry facilities for events where alcohol will be served, but not sold. Any events involving the sale of alcohol require a license, City Attorney Ron Wager said.

  • Approved a $3.46 million bid from Sharpe Enterprises contingent on the receipt of federal funding for an Aberdeen Regional Airport project. The bid is for phase one of the general aviation apron replacement, which is expected to begin in spring 2024.
