Toledo includes patch and seal program in streets initiative

Aug. 5—Part of Toledo's street initiative includes a new patch and seal program that Mayor Wade Kapszukiewicz said will allow more streets to be repaired.

"This is a new component of our roads program," he said during a news conference Thursday at the intersection of Celesta and Davida drives.

What the patch and seal program does is allow for cracks to be fixed and protect the street from potholes without resurfacing, Mr. Kapszukiewicz said. Resurfacing costs about $275,000 per lane mile, and patch and seal costs about $35,000 per lane mile.

Patch and seal extends pavement life five to seven years, officials said.

Mr. Kapszukiewicz emphasized that improvements are possible because Toledo voters approved a four-year, quarter-percent income tax in November that will generate about $19 million a year dedicated to a residential streets improvement fund.

"They took a leap of faith last November when they passed the roads levy," he said.
