Tennessee now has 21 days to activate Carter, giving him a chance to play in the AFC divisional-round game against the Cincinnati Bengals at Nissan Stadium Saturday (3:30 p.m. CT, CBS). The undrafted rookie out of LSU has missed the last four games. He's appeared in eight games, including two starts.

Wilkins has appeared in one game for the Titans, playing 13 special teams snaps in the win at Houston to end the regular season. He was signed to the practice squad in early December.
